We already noted the peculiar role of the police in the Turkish political system. Compared with the role played by the military, the police are historically under much stricter civilian control. Nevertheless, given the ethnic and sectarian cleavages in the country, the long-running deficiencies in the budgetary allocations for the development and maintenance of the administrative capacity in the police force, together with fast developing market economy within the changing global environment Turkey finds herself in, the role of the police has also changed. Domestically, fast urbanization, urban poverty and the consequent rise in urban petty crime have imposed significant pressures upon the police. Concomitantly, a changing international environment where Turkey undertook the role of overseeing a transit route towards the EU countries from its immediate neighborhood, as well as from remote corners of Africa and Central Asia, has increased these pressures even more. Such rising geographical salience is most suitably reflected in the justice and home affairs regulations that had to meet the EU standards both in letter and in implementation (Apap, Carrera and Kiriçi 2004).

The EU accession process has effectively forced the Turkish National Police (TNP) to review its structures, functioning and overall performance. Consequently, the reform process aimed at raising the standards of its organizational capacity, especially in terms of human resources. In so doing, we observe that the primary objective was to have the police carry out their function within the law, to which they themselves are subject. However, three main problem areas can still be diagnosed concerning police services and organization (see European Commission 2003c, 3).45 One concerns the quality of police services to the public and respect for human rights in the discharge of police tasks, in particular the detention conditions of detainees. The second is pre-service and in-service training. The third is the personnel system including promotions and appointments.
